English teachers working in private preschool institutions in Turkey need in-service training, as they do not have the opportunity to develop the necessary knowledge, skills, and attitudes for teaching non-literate preschool children during their undergraduate education. This study aimed to identify the in-service training needs of these teachers using a qualitative phenomenological approach. Semi-structured interviews were conducted with 7 English teachers, 6 preschool teachers, and 3 school administrators, and 14 lessons were observed. Participants were selected through snowball and purposive sampling. Content analysis revealed that English teachers faced significant challenges with classroom management, language teaching to young children, understanding their developmental needs, and communication with stakeholders. Among these, classroom management emerged as the most frequently mentioned training need. To address this, an in-service training program entitled "Effective Classroom Management for Preschool English Teachers" was developed.
